Costs
Tuition & Living Cost
Fees vary substantially between public and foundation universities, the programme language and subject. Indicative annual planning ranges are:

Every university establishes its own international admission criteria.
Bachelor's programmes
Applicants normally need:

- Motivation letter or reference letters where required
- Portfolio for Architecture, Art or Design programmes

- National school-leaving examinations
- Diploma grades
The TR-YÖS is a central examination designed for international applicants. Turkish universities decide whether to require or accept it, so it is not a universal requirement for every institution.
Master's programmes
Applicants generally need:

- CV and statement of purpose
- English or Turkish language evidence
- Academic references
- GRE, GMAT or ALES results for certain programmes

Language
Language Requirement
English-taught programmes may accept:

Not every institution accepts IELTS, so applicants must check the university's current policy.
Turkish-taught courses commonly require a recognised TÖMER Turkish certificate, often at B2 or C1 level depending on the programme. Students without sufficient Turkish may complete a preparatory language year.
Even students studying Medicine in English should expect to learn Turkish for communication with patients during clinical training.

Visa rules depend on nationality. Students who require a visa normally apply through a Turkish embassy or consulate after receiving university admission. Common supporting documents include:

The principal intake begins in September or October. International applications commonly open between January and June, but some universities continue accepting applications into July or August.
A smaller spring intake may be available for selected master's and doctoral programmes. Medicine, scholarship and highly competitive university deadlines can be earlier.
The official application route consists of selecting a programme, reviewing funding, preparing documents, checking admission requirements and applying directly to the university.

Because of exchange-rate and inflation changes, students should confirm current prices shortly before travelling. A practical budget is approximately US$500 – $1,000 per month, depending on the city and accommodation. Typical expenses include:

Istanbul is normally the most expensive destination. Ankara, İzmir and Antalya can also have relatively high accommodation costs, while Konya, Kayseri, Eskişehir, Sakarya and smaller cities may be more economical.

Student residence permit
International students studying an associate, bachelor's, master's or doctoral programme generally require a student residence permit. The process normally involves:

- 3Submitting the file through the university or responsible migration office.
- 4Registering the student's address.
- 5Maintaining valid health insurance.
- 6Keeping active university enrolment.
A residence permit does not automatically authorise employment.

Working during study
International students must obtain a work permit before taking employment.
- Associate and bachelor's students may begin working after completing their first year
- Their work is limited to a maximum of 24 hours per week
- Master's and doctoral students may work after obtaining a work permit without the same first-year restriction
- Work-permit applications are handled through the Ministry of Labour and Social Security
A valid work permit also functions as permission to reside during its validity.

Official migration guidance announced in 2026 states that international graduates may obtain a one-year post-graduation residence permit to:

Graduates who secure employment must obtain an appropriate work permit. The post-graduation residence period should not be treated as automatic permission to work.

Türkiye Scholarships is the principal government-funded programme for international students. It may provide:
