Tuition & Living Cost
Fees vary by institution, programme, nationality and whether an international student receives the Ministry of Education Tuition Grant. For illustration, NTU's published 2026 undergraduate fees for many programmes are shown below, alongside indicative private-sector ranges:

Other courses, including medicine, use different fee levels. NUS, SMU, SUTD and other institutions publish their own annual schedules. These figures are indicative; exact tuition, GST and compulsory fees must be confirmed from the institution.
MOE Tuition Grant and three-year bond: eligible international students at participating institutions may apply for the MOE Tuition Grant, which subsidises a substantial portion of tuition. It is competitive and not guaranteed. International recipients must generally work full-time for a Singapore entity for three years after graduation. This is a legally significant obligation and should not be confused with a no-conditions scholarship.

Applicants normally need:
- A strong recognised school-leaving qualification, such as A levels, IB Diploma or an accepted national qualification
- Excellent grades in prerequisite subjects
- Evidence of English proficiency where the previous curriculum does not meet the institution's exemption rules
- Official certificates, results and identity documents
- Standardised tests, portfolio, interview or admissions assessment where required
Singapore's autonomous universities are highly selective. Meeting minimum entry requirements does not guarantee an offer.
Master's programmes
Applicants normally need:
- A recognised bachelor's degree in a relevant subject
- Strong academic results
- English-language evidence where required
- CV, statement of purpose and references
- GMAT, GRE, portfolio, interview or professional experience for selected programmes
Doctoral programmes
Applicants usually need an excellent relevant degree, research experience or proposal, academic references and a suitable research match. Some departments require applicants to identify a supervisor; others allocate supervision after admission.
Language
Language Requirement
English is the principal language of instruction across most higher-education programmes. Evidence of English proficiency is required where the previous curriculum does not meet the institution's exemption rules.
Visa route
Student Visa Process
Most foreign students admitted to an approved full-time programme need an ICA Student's Pass. The process depends on whether the student is attending an Institute of Higher Learning, an approved Private Education Institution or another school category.
Main process for Institutes of Higher Learning
- 1Accept an offer from the institution.
- 2Receive the Registration Acknowledgement Letter or application details from the school.
- 3Submit the online ICA Student's Pass application using the relevant e-Service, commonly referred to through the SOLAR process.
- 4Apply between two and three months before the course starts, unless the institution or ICA provides different instructions.
- 5Pay the non-refundable processing fee, currently S$45.
- 6Provide any additional information or documents requested by ICA.
- 7Receive In-Principle Approval (IPA) if the application is approved. The IPA may include an entry visa for visa-required nationals.
- 8Travel to Singapore after approval and comply with the IPA conditions.
- 9Complete medical examination, document verification and biometrics if required.
- 10Pay the issuance fee and complete formalities for the digital Student's Pass.
Current ICA charges include a S$60 Student's Pass issuance fee and S$30 for a Multiple Journey Visa, where applicable, in addition to the S$45 application-processing fee.

Applicants should remain outside Singapore while the application is processed unless ICA or the institution advises otherwise. A Student's Pass approval does not automatically give unrestricted work rights.

Students considering private institutions should check registration, EduTrust status, programme ownership and the awarding body. Eligibility for a Student's Pass and part-time work depends on the institution and course.

Working while studying
Eligible full-time students holding an ICA Student's Pass and studying at an institution on the Ministry of Manpower's approved list may work without a separate work pass for up to 16 hours per week during term time. An approved industrial attachment or internship contributing towards graduation may follow different rules. Exchange students and students at institutions outside the approved list may not qualify.

After graduation
Singapore offers access to international employers, but graduation does not automatically provide a right to remain or work. Graduates normally need an employer-sponsored work pass or another valid immigration status. Students accepting an MOE Tuition Grant must also understand the associated employment bond.

Living costs depend mainly on accommodation and lifestyle. For planning purposes, an international student should commonly allow approximately S$1,500–3,000 per month, excluding tuition. Private accommodation or a central location may cost more.

Singapore offers highly competitive university, government-linked, research and external scholarships.
NUS undergraduate scholarships
NUS offers several awards for qualifying international applicants, including the NUS International Undergraduate Scholarship, ASEAN Undergraduate Scholarship and Science & Technology Undergraduate Scholarship. Eligible candidates may be considered through the undergraduate admission application, depending on the award.
NTU scholarships
NTU provides merit-, need- and talent-based awards. The Nanyang Global Scholarship is intended for outstanding freshmen with strong academic achievement, leadership and co-curricular records. Award benefits and obligations vary.
ASEAN scholarships
NUS, NTU and other institutions offer selected scholarships for citizens or permanent residents of ASEAN countries other than Singapore. These may cover subsidised tuition and provide allowances, subject to the award's terms.
Research scholarships and SINGA
International PhD applicants may be considered for university research scholarships and the Singapore International Graduate Award (SINGA) for eligible science and engineering research. Awards are highly competitive and depend on the current participating institutions, projects and application cycle.
External scholarships
Other possibilities include the Goh Keng Swee Scholarship, industry sponsorships, foundations and home-government awards. Applicants should check whether a scholarship includes a service obligation, bond or repayment condition. Funding is not confirmed until a formal award is issued.

- 3Check qualification-specific requirements: application periods and documents differ according to the school-leaving or university qualification.
- 4Prepare supporting documents: these can include transcripts, certificates, passport, test results, CV, statements, references and portfolio.
- 5Submit directly through the institution's portal: Singapore does not use one national university application system for all institutions.
- 6Complete tests or interviews: medicine, business, law, arts and other competitive courses may require further assessment.
- 7Apply for scholarships and financial support: some awards use the admission application; others require a separate form.
- 8Receive and evaluate the offer: review tuition status, MOE Tuition Grant implications, deposit, conditions and deadlines.
- 9Accept the offer and complete enrolment requirements: pay the required fees and provide final documents.
- 10Begin the Student's Pass application: the institution registers the student for the ICA process.
Deadlines vary substantially. For example, NUS's AY2026–2027 undergraduate application window for many international qualifications ran from 3 December 2025 to 23 February 2026, while NTU used different dates for different qualifications. Applicants should start research at least 9–12 months before enrolment.
